Organisation von Planungsinformation durch CMS und GeoWeb - Stadtplanerisches Handeln in der Wissensgesellschaft am Beispiel der Region Kaohsiung in Taiwan

  • Aus dem Blickwinkel der raumplanungsbezogenen Systemtheorie stellt die Wissensgesellschaft ein neues Aktivitätssystem dar, in dem Politik, Kultur, Umwelt, Technik, Wirtschaft, Recht, soziale Aspekte und andere wichtige Elemente als eine organische Gesamtheit eng miteinander vernetzt sind. Die Relevanz des Raumes verändert sich, vor allem wenn Städte bzw. Metropolen vorhanden sind, welche die Knoten mit wachsender Bedeutung in einem räumlichen Entwicklungsnetz darstellen. Die schnelle Produktion und Verbreitung von neuem Wissen bringt neue Impulse und Dynamik in die räumlichen Planungsprozesse, bei denen Kommunikation und Koordination wichtiger denn je werden. Die Wissensgesellschaft im Rahmen der räumlichen Planung ist gekennzeichnet durch eine wachsende Zahl von Kommunikationsmöglichkeiten und die Vereinfachung des allgemeinen Zugangs zu raumbezogenen Informationen. Die Kommunikationsnetze der Raumkomponenten bilden die Grundlage für eine räumliche Nachrichtenplattform, die sowohl wichtige Informationen als auch allgemeine Neuigkeiten verbreiten kann. Die Raum- und Stadtplanung befindet sich auf den Weg der Kooperation sowie der partnerschaftlichen Zusammenarbeit, und die Grundstruktur der Regional- und Stadtentwicklung ist durch dezentralisierende und vernetzende Tendenzen gekennzeichnet. In dieser Dissertation wird herausgearbeitet, inwieweit die auf Vernetzung und Koordinierung ausgerichtete Raumentwicklung nach neuen, innovativen Planungsverfahren verlangt vor dem Hintergrund, dass sich die Raumstruktur in der Wissensgesellschaft radikal verändert. Grenzübergreifende Entwicklungen und Kooperationen in der Planung sind Felder, die nicht nur auf die offizielle Politik- und Verwaltungsebene beschränkt sein sollten. Auch nichtoffizielle Institutionen (NGO’s, Planungsbüros, Privatpersonen) können in diesem Bereich Impulse geben, wenn sie über entsprechende Informationen verfügen. Neue Kommunikationstechniken zu vermitteln und darüber hinaus zunehmend Wissens- und Lernangebote zu eröffnen, ist eine Hauptaufgabe in dieser neuen Gesellschaftsstruktur. Im Rahmen dieser Dissertation wurde untersucht, inwieweit in Taiwan zum Zeitpunkt des Übergangs in die Wissensgesellschaft der Einsatz der Informations- und Kommunikationstechnik die Herstellung von raumbezogener Identität, lokaler Ortsbezogenheit und landschaftsspezifischen Raumkonzepten unterstützen kann. Dazu wird eine Informationsplattform für die Raumplanung Taiwans und die Kommunikation entwickelt und mit einem wichtigen Pilotprojekt in Taiwan – ‚Kaohsiung Advanced Intelligent Science Park‘ – vorgestellt.
  • From the point of view of system theory, the knowledge-based society represents a new activity system, in which politics, culture, the environment, technology, economics, law, social aspects and other relevant elements are closely interconnected as an organic entity. The spatial relevance is changing itself as cities or metropoleis represent the centers in a spatial development network with increasing importance. The rapid production and spread of modern knowledge give fresh impetus to the spatial planning process, in which communication and coordination will be more important than ever before. With regard to spatial planning, the knowledge-based society is characterized by growing communication possibilities and simplification of general approaches to spatial information. These communication networks of spatial components build the foundation for a spatial message platform, by which both important information and news can be disseminated. The spatial and urban planning is now situated on the way of cooperation based on partnership. Developments and cooperations of trans-boundary planning are areas that should not be limited only at the official level for politics and administration. Unofficial institutions (ex. NGO’s, planning offices, private individuals) are also able to give an impulse to this spheres if they possess practical and applicable knowledge. A key task in this new social structure will be to facilitate new communication technologies, and furthermore, to progressively initiate offers of knowledge and learning. In this dissertation, it will be discussed how far the application of information and communication technology (ICT) can promote the creation of spatial identities, local relatedness and landscape-specific spatial concepts. An information platform will be therefore developed for the spatial planning as well as communication, and presented with a significant pilot project in Taiwan – ‘Kaohsiung Advanced Intelligent Science Park‘.
